## Methodology

Listed buildings per borough from Historic England's national list via planning.data.gov.uk. This counts designations rather than area or population, so a small central borough with a dense historic core reads far above a large outer one — which is the point: the constraint on what can be built falls very unevenly. An earlier version used the listed-building-outline dataset and reported zero for Sutton; that dataset is polygons contributed by individual councils and measures which of them have done the mapping.
