Methodology
Persistent absentees — pupils missing 10% or more of possible sessions — as a share of state-funded secondary enrolments, by borough, latest academic year. Secondary only: the problem concentrates there, and averaging it with primary would hide it. The City of London has too few secondary schools to appear.
