Methodology

Registered CQC locations grouped by the local authority CQC records for them. THE DENOMINATOR IS RATED SERVICES, NOT THE REGISTER: a service awaiting its first inspection is not a failing one, and dividing by every registered service would make a borough look worse the more new services open in it. Unrated services are published as their own count beside the percentages so the gap is visible rather than hidden. A borough's figure describes the services registered there, which is not the same as the care its residents receive — Londoners cross boroughs for care, and a hospital serves far beyond the borough it stands in. Bed counts cover care homes only, as CQC records beds for those and not for other service types.
