The City more than doubles. Richmond shrinks.

Methodology
Projected population change by borough, 2021 to 2051, from the GLA's housing-led central variant. The City of London's figure is the arithmetic of a very small base — a few thousand more residents is a doubling there and a rounding error in Croydon. Because the projection is housing-led, this is a map of where homes are expected to be built as much as of where people will choose to go.
