Methodology
Full-fibre take-up as a share of the premises the fibre already passes, per borough — the gap between infrastructure built and infrastructure bought. A borough can rank high here while ranking low on availability, and Tower Hamlets manages both at once. From Ofcom's Connected Nations Spring 2026 update, retrieved via the Internet Archive because Ofcom's CDN refuses automated clients; the figures are Ofcom's own.
