Methodology

Average local authority rent per week by borough, from the London Datastore. This is council rent, not the private market — the graph was originally planned around private rents, but ONS publishes those as a spreadsheet without borough detail, and substituting one for the other would have been the wrong number under the right title. Boroughs marked LSVT transferred their housing stock and no longer set a council rent; they are absent rather than shown as zero.
