Methodology
Approved applications as a share of all applications a borough has recorded — withdrawals and undecided cases stay in the denominator, because the question is how likely permission is and a withdrawal is often a refusal that saw itself coming. Two boroughs are excluded for filing fewer than 10,000 records: boroughs joined the Datahub at different times and backfilled different amounts, and a rate drawn from a thin sample describes the sample. For the same reason this atlas publishes no chart of applications per borough — Islington files 130,089 records and Kingston 3,238, which is a fact about record-keeping rather than about building.
